Why will steamvr not work with my oculus quest 2 in unity?

Question

I have steamvr initialized and am using a quest 2 with a link cable (usb 2.0) and have everything setup perfectly.

Errors I get:

On start it says failed to enable developer mode.

On quit it says failed to disable developer mode.

Warnings I get:

Steam 109 error saying that steam isnt initialised when it very well is.

Please Check steam is installed.

Output:

In the editor everything displays correctly but in the quest its just a black screen.
