'Merge application manifest and folder to one

Hey i want to Merge my Application Manifest and folder into one .exe This .exe should be open the Application Manifest to load my program. Is there something that can do this? So i just need a blank .exe to with a parameter that only starts one file.

is there such a thing? i think its sounds easy. but cannot find any software that can load a manifest and folder. they all accept only .dll's .exe etc.
