On my side, I solved it in java 11 by adding:

    <artifactId>maven-plugin-plugin</artifactId>
    <version>3.6.0</version>

      <execution>
        <id>default-descriptor</id>
        <phase>process-classes</phase>
      </execution>

      </execution>
    </executions>
  </plugin>

Solution 2:[2]

For JDK11 support there is a bug in version 3.0,3.1,3.2. You must use 3.3 or later:

            </plugin>
        </plugins>
    </pluginManagement>

I got the same problem and fixed it by not definig a newer Java Release but using Java 8:

<maven.compiler.source>1.8</maven.compiler.source>
<maven.compiler.target>1.8</maven.compiler.target>
