'Screen recording prevention seems to be overlaying this on top of any and all video stream playback

Seinfeld-Whats with all these green boxes?

What is going on here?

There is like zero help from Netflix on this issue. "Update Windows or drivers" is about it.

I have like almost zero understanding to the nuances of video streaming. Maybe Radeon software is causing some issues, but that is as far as I can go about it. If I were to try and screencap using said software, the bugged video stream blacks itself out, but if I were to re-hover over the Netflix app window and drag its window around it displays the bugged video stream again. Windows screengrab does the same thing too.

Is this a codec issue of some sort? Also, why is it that the video stream itself seems uncorrupted, and yet is being plagued by some sort of series of masking or compression algorithm layers not dismissing themselves properly. What do I do here?

Sidenote: Doesn't work in Edge browser, Netflix app is the screenshot included above. Brave and Opera browser it works uncorrupted but it's like at a shoddy 240p or something.
