Remove quick action "Move file to project root folder" from Visual Studio

Question

Is there a way to hide, remove or disable the quick action "Move file to project root folder" for text editor actions on class names in Visual Studio 2019?

I've not once wanted to perform this action but it's always the first in the list and sometimes I accidently trigger this action if I hit enter twice bringing up the quick actions.

I'd also be fine if there was a way to make Visual Studio sort those contextual actions based on usage.
