pip lists the package list and the repository list inconsistently

Question

Today, March 31, 2022, the latest installable version of django is 4.3.0, but I can't install the latest version, only 3.2.12

My computer is windows 11 22000.493

Django 4 supports only python 3.8 and above. For python 3.6 you can only do upto Django 3.2
