'NetBeans IDE unable to establish connection to localhost on MacOS

so I am attempting to do a project for my java class where I have to create a local database. I installed Apache Derby and following my professors instructions when selecting the driver files as shown in the screenshot but I keep getting an error that says "Timeout expired. IDE unable to establish connection. Check your proxy settings or try again later"DB set up and error

I talked to my TA's and they didn't see any reason as to why I can't connect to localhost and it works on their Macs so it doesn't seem to be a macOS issue.

I have attached screenshots with the setup and the error code that I am getting.

I don't think I have changed any proxy settings because I don't know how to. I did have an issue where for some reason my Mac wasn't connecting to wifi and I followed some tutorials to try and fix it.

So I am wondering if it's possible for me to reset my proxy/network settings to default without resetting my pc.
