'How to use Pyke and KRB

I'm really sorry about that, but i can't understand how to read a krb file. I read the manual pyke on this site http://pyke.sourceforge.net/ and others on ethernet, but i can't understand how to read a krb file.

I take this example http://cyberdelia.github.io/pricing/. I know the theory about rules engine but i can't understand where is the "when" and "then" in this example. What is "use"? Where can i find manual about syntax of the krb files?
