'How to sign a portable windows WPF application?

I have created a click-to-run WPF application in Jetbrains Rider to reduce time usage of collecting information from a couple dozen people in a secure manner.

However, this application can't be easily downloaded, sent via E-mail or be opened on Windows without taking multiple (sometimes not obvious to the normal user) steps due to Antivirus and other factors.

Now of course, in the IDE the program is signed, however this seems to have 0 effects on the antivirus behaviour.

I have tried following tutorials with Windows certification issuer, signtool and keys from openssl, but all of these have led to dead ends.

So in short, how do I make the program not be flagged as unsigned and potentially malicious everywhere?
