'How to install judy packages in oracle linux arm64v8 docker image

I have a oracle linux arm64v8 docker image, And I want to install judy packages(judy-devel) into it. But I keep getting Error: Unable to find a match: judy-devel

From my research I have found that, judy packages are not supported on the oracle linux arm64v8, is this true?? And Is there any way for me to install judy into my image, may be something that can bypass this "unsupported" issue. Thanks
