'Google Analytics Client Dashboard - Can't Change Timezone

One of our clients has a dashboard to share data with us and I can tell that they are using Google Analytics from the UI.

The dashboard link goes as follows: "https://portal.clientcompany.com/dashboard?end=2022-01-01T22%3A59%3A59.999Z&start=2021-12-31T23%3A00%3A00.000Z&"

My partners in the US have no problem after this. It loads for them no problem.

However, in Spain the URL gets updated to "https://portal.clientcompany.com/dashboard?end=Sat%20Jan%2001%202022%2023%3A59%3A59%20GMT%2B0100%20(Central%20European%20Standard%20Time)&start=Sat%20Jan%2001%202022%2000%3A00%3A00%20GMT%2B0100%20(Central%20European%20Standard%20Time)&"

From other threads like the one below I learned that in the Google Analytics UI, EST is --GMT -05:00, New York Time-- and my timezone is --GMT +01:00 Central European Standard Time--

I tried changing "GMT%2B0100%20(Central%20European%20Standard%20Time)" to "GMT%2B0500%20(New%20York%20Time)" and even to "GMT%2B0500%20(Eastern%20Standard%20Time)" but it still doesn't work.

Are any of you familiar with changing Google Analytics' timezone in the URL? Is there anything I'm missing here?
