Does Direct Dial Inward count toward the maximum length

Question

So I've got a phonenumber with the direct call extension attached

xxxx xxxxxxx-xxxx

Googles phonelib says this phone number is invalid due to the maximum length after the country code (first xxxx) being 9.

Now the question arises does Googles phonelib maximum length..

1. Include DDI (the phonenumber is too long and therefore invalid)
2. Not Include DDI (the phonenumber could still be valid without the extension)

If you've got the answer could you also provide a source? Since I couldn't find an answer, thanks!
