'Conditional formatting to highlight current month empty cell

I have dates/months mentioned in row1 of the sheet and details FROM ROW 10 TO ROW 13

Which means conditional formatting will have to be applied for me from row 10 upto row 13 and not above rows

I want to highlight the empty cells in them if the current month cells are unfilled

I have tried with

=and(month(today()) = month($1:$1))
