Building a TTS Database for a new Language

Question

i am quite of a newbie to Python and NLP and thus i wanted to build up a sort of a TTS database for a local language that is not present yet and bundling it up into a platform a user can use. I am not sure where to start with this. First i thought of building a word database with recordings of how the words are pronounced and later using other present language dictionaries to translate to. But all this is a concept and i was wondering if there is someone here that can help point me in the right direction of things i need to know or to have in place to achieve this.
