'Automated Repeatable Enablement of Azure Regions using Terraform

I am trying to build a design document for Automated / Repeatable enablement of Azure Regions for Networking Resource Group. It should also have to address single-points-failure. It should have options to automate the end-to-end enablement of new Azure regions.

My views : I know automation of different regions can be done using Terraform and for single point of failure we can used paired regions using Azure Traffic Manager and provision using Terraform.

I don't want to reinvent the wheel but i was looking for any visio or picture of above design which is available for reference. I was not able to find one over web. Any help is appreciated.
