'Activating Image Targets at Runtime in Vuforia

I have unity 2020.3.15 LTS, vuforia latest version imported. I have added license key. I have added an AR camera and deleted main camera. We are working on unity. There is a problem that image target does not work on flutter ios to export flutter from unity.Activating image targets in the Activity Runtime Script does not work . How to solve this problem?
