I would like to know if is possible create a site to site VPN between Azure and pfSense using multiples gateways for failover.

Yes, you can create multiple gateways between site to site vpn and Pfsense while adding connections in virtual network gateway

We can setup the same in pfsense while configuring the IPsec VPN which we configured in Azure VPN.
