'VOIP traffic blocked using tethring connection

I've got a strange situation with a VOIP client. If I'm using a fiber connection or an ADSL, I got no problem. If I'm using a tething connection made with an Android or an iPhone 6 I cannot see with wireshark RTP traffic but, if I'm using an iPhone 11, I got no problem.

Mobile network is the same (same provider, same zone)

Could it be that Android core block some ports or packets? In that case can I bypass this behavior, maybe with an app?
