vb.net form designer missing after download from github

Question

I cannot create a new vb forms class. I need to port my project to a new computer. I uploaded it to get hub. Created a project from git hub. I can compile and run it. But I cannot add windows forms or edit them. I have checked the installed components and still not working. Creating an new project does allow the designer to work. But the solution downloaded from git hub will not allow this.
