Unable to locate Spring NamespaceHandler for XML schema namespace [http://www.springframework.org/schema/hadoop] error

Question

Our testing spring boot application failed with the following error:

org.springframework.beans.factory.parsing.BeanDefinitionParsingException: Configuration problem: Unable to locate Spring NamespaceHandler for XML schema namespace [http://www.springframework.org/schema/hadoop]
Offending resource: URL [file:config/pbcm-beans.xml]

the hadoop related bean definitions in spring xml are as following:

we have the following hadoop related libraries in maven pom.xml file
