'table of contents sometime not showing

I love table of contents. I have a big jupyter notebook with 800kB size. Sometimes table of contents doesn't appears so I have to close the file several times before table of contents can be shown.

I am wondering if there is another way to make table of contents appears if it doesn't show up instead of just closing and re-opening the file several times?
