Stereo live audio streaming, different streams into left and right headphone

Question

I wish to live stream sound from several locations and to allow the user to chose which of the offered streams will he or she be able to play in left or right ear simultaneously. So what I mean is in the left headphone you should be able to hear one audio stream and in the right one another, by your choice out of let's say 6 offered. I figured out a hardware for this, I will be using smartphones equipped with a mic and an app called livevoice. This app can stream multiple channels and export them to a host. Now the part that I don't know how to do yet is how to build a website where user will be able to to do the thing described in the first paragraph.

Is there some kind of plugin I can use for this? Is there maybe some other way I am not considering, like a different software or something? How hard is this anyway?
