Some random permission errors on console and api after a general policy problem

Question

I've passed by a problem, with the google_project_iam_policy terraform module from google cloud provider, that when i try to execute a bind of a role to a recently created service account, it has deleted all the policies of my project, including default policies, what i consider a bug for myself.

Now, after a strongly downtime on my clusters and resources, i've recreated a lot of policies and we can stand up right now, but i'm getting some random problems on the console and terraform executions, here i'll bring an example with console errors, because the message from terraform is about the same.

When i try to access or create a private service connection, i'm getting permission erros like this:

The user that i'm using to access has the owner permissions, i've tried to explicit give that permission asked by the message, but nothing happens, it seems to be a permission to de compute engine resource, or a permission to all the project, but i cant find nothing about that, if anyone can help me i'll be very grateful
