'Settings tab for collaborator in Public repo

I have a public repository in my Github.com account. I am adding collaborators, they can work without problems in the repo. But i want another person to also have access to the Settings tab (among other things, i want him to manage the secrets and environments).

Is there a way to allow another collaborator or github user, to access Settings in my public repo ?
