service was unable to place a task because no container instance met all of its requirements

Question

Even though I am able to access my running EC2 instance on port 80 (curl/http), I keep getting these event ids on my service events. The first did I tried to do was remove some port inbound rules from my default security group. (this seemed to work?)

I suppose I need to either decrease the service's CPU requirements or increase the CPU units available in the container (although neither of these two seems like an option post-creation).
