'Samsung S21 shows offline on ADB after carrier update, or play services update

My company issued Samsung S21 was working properly with android studio up until Monday Oct 25th when T-Mobile forced a monthly carrier update. The update happened on Monday night. Tuesday morning Android Studio can no longer see the device via usb ADB.

things I’ve tried:

  • tried every single usb configuration
  • reset usb debugging on the phone
  • revoked usb debug authorizations
  • changed cable
  • changed usb port (side of the computer)
  • adb kill server, adb start server
  • reset the phone to factory settings
  • enabled usb debug
  • disabled usb debug / enabled usb debug again

For what it's worth, I'm using a Mac running Big Sur 11.5.2, with Android Studio Artic Fox patch 3. The phone is a US version Samsung S21 connected via usb-C cable to the computer directly, along with 2 different adapters I've tried.

Also, a different phone (Samsung S20) works fine with the same computer setup.

Any suggestions on what I can do to fix this and get ADB to connect to the phone again?
