Quantile, Decile Statistics module Python ISSUE! Can't understand the output

Question

I'm trying to figure out hoe this formula works. If a decile is a number of cut points dividing an array into 9 equal parts, so why are the outputs like this? Look at the last array, it's obviously that it fits the rule of each 10th, but what's wrong with the first two? enter image description here
