'policies changes are not reflecting from 'content.xml' in CRXDE

To update policies in my project, i have created 'content.xml' file for '/conf/<my-project>/settings/wcm/policies' and added few policies and deployed. But the changes are not replicating in CRXDE. I removed the entire hierarchy of policies and deployed, even it didn't work for me.

Please let me know if you have any thoughts on this.
