'ora:readBinaryFromFileWithMimeHeaders function in OSB 12C

I am not able to find the function ora:readBinaryFromFileWithMimeHeaders in OSB 12C. This function is available in SOA Suite.

Can anyone let me know how to access this function in OSB 12c?

I have a zip file in the file system and I want to read the file and send the file as an email attachment using OSB 12C.
