'no ocijdbc21 in java.library.path: error message

While I was trying to use Oracle SQL developer, I tried to create a database connection, but I get that error message below.

Status : Failure -Test failed: no ocijdbc21 in java.library.path:


[/Users/MY NAME/Library/Java/Extensions, /Library/Java/Extensions, /Network/Library/Java/Extensions, /System/Library/Java/Extensions, /usr/lib/java, .]

I am using macOS, and downloaded 21.4.3.063 version of SQL developer.

Can anyone help me to solve this problem? I tried to search and solve this, but I could not find the right solution for me. For example, I went to preference-database-use Oracle client but not sure if it is a correct way to do it. It seems like I am doing something wrong with installing oracle client, but not sure.
