'Need MOM % change formula in dax

I have 2 columns PersonnelNoID and ArchiveDate. I need to count the number of personnels based on the latest month from ArchiveDate column. Similarly need a similar count based on the month before. Please help. I am trying to accomplish this in DAX as I need to create report for MOM change in headcount.
