Latex - How to remove vertical space above {enumitem} itemized list?

Question

Working in Latex, the template I'm using already appears to have heavy use of Parsep. I'm also trying to do this in the style sheet, if that's the right place to do it.

I have bulleted lists in a heavily formatted document, and there's a big space above the list, but a normal space below. I'm really hoping for a normal space above the list (after the header) but would take an equal space below the list just for balance

I've found several answers, but none have worked for me, and I'm struggling with exactly why (most answers have no effect whatsoever on my document). Very new at this, so bear with me. Here's the List Environment code I'm working with:
