'i get an error "padding is invalid and cannot be removed" even though i know for a fact both the key IV and data are the same in encryp and decryp

I have some code

this is exactly the same in both the server and client.

i know for a fact(because I debugged and checked) that the server gets the key and iv perfectly encrypts using them string sendMe = changeBytesToString(this.rij.EncryptStringToBytes("xyz", this.key, this.IV));

and then sends it to the client.

I also know the client uses the exact same key and iv to decrypt the data which passed through perfectly, also both ICryptoTransform are using pcsk7 padding.

I have no clue what might be causing this issue. PLEASE HELP
