'How to repair an audio recording that is laggy, disturbed and distorted?

I have an audio recording in which the voice is lagging, disturbed as if a ghost is speaking and unclear as well. I tried various software like audacity, vlc etc but nothing has come to rescue. Kindly help to recover the voice without lagging and disturbance.
