how to build a hybrid app for enterprise for internal use

Question

I would like to build/create a hybrid app for my company, for internal use only.

I was given a project to build in Excel, using VBA. However, my superiors are asking of me more and more and more complicated. Im not really sure, it a good idea moving forward with so much demand in functionality. Basically it's an app to store a "lot" of personnal data of our clients. That employees can add, change, preview, print info and statistics of certain activities and client info.

My question is, I was thinking is there an alternative for this ? I know HTML, CSS and basic JS. Do you think it would be easier to create a hybrid app, that employees can use everyday at work with their phones. I heard about Power App and Azure. Do you think it's a good idea ? I'm new to this...that's for all the questions.

If not, what would be my step-by-step proceedure to create a hybrid app or maybe a web app ? I really need help in this matter.
