'hostapd_free_hapd_data: Interface wlan0 wasn't started

I'm trying to virtualize two wlans on my linux and set connection, but when I'm running the hostapd.conf I get this error, and I don't know how to fix it, if anyone knows I would be pretty grateful.

My hostapd.conf:
