'From an academic point of view, are there modern kernels for operating systems?

I have some questions are there currently 2021 or 2022 from an academic point of view already new kernel concepts for the operating systems or apps and games of the future?

As I read the kernels used for example in macOS, iOS, Linux, Windows, Android and other operating systems used in certain products like in the PS5, Nintendo Switch and much more. All of these kernel concepts that consumers use every day are from the 90s.

My specific question is why are there so many bugs, performance issues and glitches in many apps, OS and games? Is this a general application problem or rather a kernel problem? What is the cause? Is there already a concept in the academic world to solve this problem?
