Emails sent through Foundations show ?? between spacing

Our company uses Foundations Software for construction accounting. Recently Foundations did an update which resulted in emails being sent through Foundations to come out with question marks between paragraph spaces. We are using Office 365 and Exclaimer Signature.

I think this may be an Encoding issue between Exclaimer and Foundations but I don't really know what to look for. I checked outlook so see if the issue was there and I had the user to switch their encoding to Unicode but that did not make a difference. I found that when I unassigned a user from Exclaimer that the question marks would go away.
