'Custom block template for custom url (custom route) in WP twentytwentytwo theme

I have a plugin that loads custom routes with a template in WordPress. When I tested with the latest theme released WordPress 5.9 - It does not support it anymore.

I got the following error:

Deprecated: Theme without header.php is deprecated since version 3.0.0 with no alternative available. Please include a header.php template in your theme. in /var/www/html/wp/wp-includes/functions.php on line 5516

I have looked into the twentytwentytwo theme folder - there is no header.php or footer.php.

Does anyone solve this problem? Is there any documentation available in WordPress that I missed?
