Creating a rating system using work mining/Weight applied to groups of words

Thank you for looking at this post and any help would be much appreciated.

I'm currently creating a project that will be used to Create, Manage, store and rank ideas. The aim here is so that users would be able to input their idea to the system and the system ranks them using say a bank of words with a rating.

I'm very new to ASP.NET MVC and am looking for some guidance on where the logic of this would be best suited. I've created the base application already, but am yet to implement the ranking system as it's going over my head.

Do you have any recommendations of how I could do it too, beyond the groups of words with weight and applying a final score to each word?

Again, thank you for any help you can give and I apologise if this question isn't fit for here. But, I'm stuck.
