Create a SharePoint Group that includes Everyone except selected internal users?

Question

Is there a way to create a SharePoint group for SharePoint on-prem sites that includes Everyone *except" one or more selected internal users?

Note that this is not for the "Everyone Except External Users", but more like "Everyone Except Selected Internal Users".

I have been told that managing user exclusions from SharePoint groups is not easily done, but I'd be more than happy to be proven wrong here.
