Code from Google colab not running in VS CODE

Question

I have this code but is not running in my VS Code in windows, It's my first time passing a code from Colab to local machine some help please to run it.

This is the few error that is giving me:

urllib.error.URLError: <urlopen error [SSL: CERTIFICATE_VERIFY_FAILED] certificate verify failed: certificate has expired (_ssl.c:1123)>

I install the pip install sparqlwrapper

Help please!
