Can't create a new project on Watson Studio - can't allocate storage

Question

I am enrolled in a Coursera IBM Data Science course, and have a 'lite' account. Is there an issue with allocating Cloud object Storage at present? I am trying to create a new project, and when it asks to add storage, I am following the prompts, and refreshing, but not being given the option to Create a new project. If I try again to add storage, it tells me I already have storage allocated, which is confirmed when I look at my resources. I have deleted the storage resource and tried again several times, but with the same result.
