'can a non SYSDBA or owner user give privileges to other users

Can i create a user who will have a full access like a SYSDBA user to another user rights to access tables or views and how ? cause i can't find a way to do that knowing that i am working by embedded users GRANT ADMIN ROLE TO USER but it won't give a full right to that user
