'ArcGIS REST Service layer will not export from QGIS print composer

I have a QGIS (v3.22) map set up with two layers from the same ArcGIS REST Server. One is a vector layer of road centerlines. The other is a raster layer of aerial imagery. See the screenshot of the composer below.

When I export the map from the print composer only the road layer exports, as seen in the exported png below. You can see the labels from the roads layer but there is no aerial. I cleared the cache in settings, but that did not fix the issue. I use these same layers all the time without a problem, and just the other day did not have this issue with the aerial layer not exporting. Any idea what is going on here?
