'After installing pyqt5, designer.exe cannot run

I installed pyqt5 in pycharm and want to use QT designer. After adding an external tool, I found that I couldn't run the tool

Pycharm reports the following error: process finished with exit code - 1073741571 (0xc00000fd).

Then I tried to double-click (designer.exe) in the project folder, but it still couldn't run.

Did you install PyQt5 Designer with pip? Installing it with pip should solve the issue. pypi page

pip install PyQt5Designer
