adding a Marker on the top of line graph google charts on each partition

Question

enter code hereI have a google chart line graph which represents time on horizontal and DB in vertical axis. I have two questions: 1)Is there any way to mark the each partitions on the top of the graph that represents or names each partition, In my case I need to mark each partition as angles say 0 deg,90deg 2)I had tried all possible ways but cudnt do that, So i decided to add div on top of the graph that has arrow along with angle marked. This works well when screen in 100%, when I resize there is alignment issue

Please help me to solve the issue
