Add "order notes" style box to admin orders page for note taking

Question

I like the style of the order notes provided within orders. It makes it easy to add and delete notes. I wanted to add the exact same style box to the global order page so notes could be added for important things that are not order specific. I've searched plugins and only found dashboard style notes that will note work for me. I tried to add the WC_Meta_Box_Order_Notes style to the page but that didn't work out. I'm not sure how to go about this since there is no specific post id. I would really appreciate some help with this.
