'Excel IF function showing inconsistent results for date logical test

I have a column with dates i.e. 2022/02/22 or 2020/11/05 etc .

I have another column with the formula =IF(E51<=DATE(2021;8;31);"on roll";" leaver")

The problem is that it's showing the result of "On roll" for dates in 2020/2021 that have months >8 or <8.
